28 Supplying declared substances on invalid supply authorities—recklessness A person (the supplier) commits an offence if— (a) a supply authority is issued by a person who is not authorised to issue the authority; and (b) the supplier supplies a declared substance on the supply authority; and
(c) the supplier is reckless about whether the supply authority is issued by someone who is not authorised to issue it.
