Plain English Summary

1/10 complexity

These regulations established strict financial controls over how the Meat Export Control Board could access its bank accounts. The core rule: No single person could withdraw money alone.

The signature requirements:

For large amounts (over £50): Any two members of the Board's Executive Committee plus the Secretary had to sign every cheque
For small amounts (£50 or less): One Committee member plus the Secretary could sign
When the Secretary was away: The acting (temporary) Secretary could countersign instead

Why this matters: These rules created a system of checks and balances to prevent fraud, theft, or misuse of public funds by ensuring multiple officers approved every transaction.
