What it does
The Marriage (Celebrant Professional Development) Statement 2026 is a legislative instrument made under subsection 53(3) of the Marriage Regulations 2017. Its primary mechanical effect is to prescribe, for the 2026 calendar year (commencing 1 January 2026), the professional development activities that marriage celebrants may undertake to satisfy their continuing professional development obligations under the Regulations. The instrument lists five activities in a table, assigns each a unique code, a length in minutes, and a provider (the Commonwealth Attorney-General’s Department for all five), and designates two of those activities , item 1 (Separate Meetings , Compulsory, 45 minutes) and item 2 (Knowledge of the Law (No 1) , Compulsory, 75 minutes) , as compulsory for the year. The remaining three activities , item 3 (Knowledge of the Law (No 2) , Additional, 60 minutes), item 4 (Real Consent , Additional, 60 minutes), and item 5 (Offences Relevant to Marriage Celebrants , Additional, 60 minutes) , are listed as available but not compulsory. The instrument also repeals, in its entirety, the Marriage (Celebrant Professional Development) Statement 2025, ensuring that only the 2026 activities are in force. It commences on the day after it is registered on the Federal Register of Legislation, which may be later than 1 January 2026; if so, there is a potential gap or retrospective application issue, but the instrument does not address this. In short, the instrument is the annual updating mechanism for celebrant PD content, moving the curriculum from the 2025 version to the 2026 version, adding new compulsory hours and optional modules, and removing the previous year’s list.
