13Crown to be bound

13 Crown to be bound (1) This Act binds the Crown in right of Victoria and, so far as the legislative power of the Parliament permits, the Crown in all its other capacities. (2) Nothing in this Act makes the Commonwealth or a State or Territory liable to be prosecuted for an offence. (3) Subsection (2) does not affect any liability of any servant or agent of the Commonwealth or of a State or Territory to be prosecuted for an offence. Part 1.4—Objects and principles Division 1—Objects 14 Objects The objects of this Act are to promote— (a) the safety of marine operations; and (b) the effective management of safety risks in marine operations and in the marine operating environment; and (c) continuous improvement in marine safety management; and (d) public confidence in the safety of marine operations; and (e) involvement of relevant stakeholders in marine safety; and (f) a culture of safety among all participants in the marine operating environment.
