The chief executive must consider the following for the application— whether the proposed entry to or use of the zone will have an unacceptable environmental impact on the zone; whether the proposed entry to or use of the zone is consistent with the maintenance of the biological diversity and ecological functioning of the marine park; whether the proposed entry to or use of the zone will cause a loss of vegetation essential to the natural productivity of the marine park; whether the proposed entry to or use of the zone will prejudice the natural amenity and condition of the marine park; any effect the proposed entry to or use of the zone will have on the environment as a result of the marine park’s natural hydrological pattern or natural coastal processes; the cumulative impact on the marine park of the proposed entry to or use of the zone and any other entry to or use of the marine park, particularly the cumulative impact of small-scale developments for which an EIS is not required; installing a boat ramp or jetty laying a stormwater or discharge pipe the effect of the proposed entry to or use of the zone on— shorebirds, particularly international migratory species of shorebird; and the need to protect shorebirds and the habitat of shorebirds; if the proposed entry to or use of the zone involves the entry to or use of a designated area—the objects to be achieved for the area.
