12 Issue of licences

(1)  After considering an application under regulation 9 and the matters in regulations 10 and 11 , MAST, in consultation with the relevant port operator, may –

(a) issue a pilot's licence to the applicant subject to any conditions that MAST determines; or

(b) refuse to issue a pilot's licence to the applicant.

(2)  A pilot's licence issued under subregulation (1)(a) is to specify –

(a) any conditions to which it is subject; and

(b) the relevant pilotage area; and

(c) any exclusions that apply.
