28 More than 1 ballot paper
(1) If the returning officer receives more than 1 ballot paper from a ratepayer, or more than 1 ballot paper for a holding, the returning officer must compare the ballot papers.
(2) If the ballot papers are—
(a) consistent—the returning officer must count 1 ballot paper only, or
(b) inconsistent—the returning officer must reject the ballot papers.
