24 Scrutineers
(1) Each candidate may nominate one person to be a scrutineer at the election.
(2) If no candidate nominates a scrutineer, the returning officer must appoint a scrutineer.
(3) At least one scrutineer must be present during the initial scrutiny and count for the election.
(4) A candidate must not act as a scrutineer.
