(1) An applicant may appeal to the Land and Environment Court against a decision of the Panel to refuse an application.
(2) The appeal must be made within 6 months after the date on which—
(a) the applicant is notified of the refusal, or
(b) the application is taken to have been refused under section 69(2) and (4).
