This order reduces the total number of councillors for the municipal area of Flinders to seven by cutting the number of seats at the October 2000 and October 2002 elections and by not holding a by‑election for a vacancy before the 2000 election (cl.4(1)–(2)). It takes effect on Gazette notification (cl.2) and is administered by the Department of Premier and Cabinet. Decision: the instrument itself fixes electoral arrangements; who pays: electoral authorities and the council meet administrative costs and save any by‑election expense; behaviour changes: fewer seats affect candidate competition and council composition.
