4 Power to issue general instructions (1) The CEO of the Agency may issue general instructions to councils or local government subsidiaries in relation to financial administration and accounting. (2) A general instruction to councils or local government subsidiaries issued under this regulation must be: (a) made in writing; and (b) given in writing to all councils and local government subsidiaries; and (c) published on the Agency's website.
