10 Budget for deficit in some circumstances For section 202 of the Act, a council may budget for a deficit if the reason for the deficit can be attributed to any of the following: (a) depreciation; (b) amortisation; (c) asset write-downs; (d) expenditure of tied grant funding recorded as income in a prior year; (e) any other non-cash item.
