Division 1 Entitlement to vote and other preliminary matters Local Government (Electoral) Regulations 2021 12 (4) A scrutineer is entitled to observe the process of scrutiny and counting of ballot papers. Note for subregulation (4) If votes are counted by computer, the scrutineer must be allowed to observe the operation of the computer equipment and the progress of the count as indicated by that equipment.
