73 Proposing a local law (1) Before a Council makes a local law it must comply with the following procedure. (2) The Council must make a local law in accordance with its community engagement policy. (3) The Council must publish a notice stating— (a) the objectives of the proposed local law; and (b) the intended effect of the proposed local law; and (c) that a copy of the proposed local law is available for inspection— (i) at the Council's office; and (ii) on the Council's Internet site; and (d) the community engagement process that applies in respect of the making of the local law. (4) A notice under subsection (3) must be published— (a) on the Council's Internet site; and (b) in any other manner prescribed by the regulations for the purposes of this section. (5) The Council must ensure that a copy of the proposed local law is available for inspection— (6) If— (a) the Council proposes to alter a proposed local law in respect of which notice has been given under subsection (3); and (b) the alteration will affect the rights or responsibilities of any person— the Council must comply with subsections (2) to (5) and conduct a further community engagement process in respect of the proposed alteration.
