68 Validity of proceedings Proceedings of a Council or a delegated committee are not invalidated because of— (a) any vacancy in the number of Councillors or members; or (b) any defect in the election or appointment of a Councillor or member; or (c) a Councillor or member not being qualified or having ceased to be a Councillor or member; or (d) any failure to keep a Council meeting open to the public.
