119 Recovery of money owed to Council by former owner or occupier (1) If a former owner or occupier of any building or land in respect of which that person owes money (other than rates or charges or money for personal services carried out by the Council) to a Council does not pay the money, the Council may, subject to subsection (2), require the payment of all or part of the money from the present owner or occupier of the building or land. (2) A Council cannot recover an amount under subsection (1), or interest which has accrued on that amount, if that amount was omitted from the certificate issued under section 121.
