288 Non-compliance with order (a) the person is subject to a regulatory order; and (b) the person fails to comply with the order. (4) If a person fails to comply with a regulatory order, a person authorised by the council may, after reasonable notice to the owner or occupier of the land, enter the land and carry out work, or take other action, required under the order. (5) The council may recover the cost of the work, or other action, as unpaid rates.
