> > (1) Except as provided by this Part—

> > > (a) everyone is entitled to attend a meeting of the council and those of its committees of which all the members are councillors, and

> > > (b) a council must ensure that all meetings of the council and of such committees are open to the public.

> > (2) However, a person (whether a councillor or another person) is not entitled to be present at a meeting of the council or of such a committee if expelled from the meeting—
