Plain English Summary

1/10 complexity

This Act authorizes the federal government to borrow £10 million (in 1946 money) to help build public housing across Australia.

How it works:

The Treasurer can raise the money by selling government bonds (under the Commonwealth Inscribed Stock Act) or issuing short-term debt (Treasury Bills)
The borrowed funds must be used for only two things:
1. Paying the administrative costs of arranging the loan
2. Lending the money to state governments to fund housing projects under the 1945 Commonwealth-State Housing Agreement

Why it exists: This 1946 law was part of the post-WWII reconstruction effort to address severe housing shortages. Instead of each state trying to borrow money separately (often at higher interest rates), the Commonwealth borrowed at cheaper rates and then on-lent the cash to the states for home construction.
