Mechanically, this Act authorises the issue and application of £8,370,406 from the proceeds of loans raised under any Loan Act (s.2) and assigns that money across the detailed Schedule to specific departments, projects and loans. It binds public departments (Prime Minister’s, Treasury, Navy, Works and Railways, Postmaster‑General’s, etc.), named local works and corporate subscriptions to receive borrowed funds.
It matters because it converts a loan into legally authorised spending for capital works, stations, docks, post offices, telegraph/telephone works and targeted loans, thereby determining who spends borrowed money and for what purposes.

An Act to authorize the Issue and Application of the sum of Eight million three hundred and seventy thousand four hundred and six pounds.

BE it enacted by the King’s Most Excellent Majesty, the Senate, and the House of Representatives of the Commonwealth of Australia, as follows:—
