### 23 Application for liquor licence
> > (1) An application for a liquor licence shall –

> > > > (a) be made on a form approved or provided for the purpose by the Commissioner; and

> > > > (c) be made at least 28 days before the licence is to take effect, or such lesser period as the Commissioner may agree.
