153 Applications for internal review (1) An eligible person in relation to a reviewable decision may apply to the Commission for review of the decision. (2) An application must— (a) be made within the later of— (i) 28 days after the day on which the decision first came to the eligible person's notice; or (ii) 28 days after the eligible person received a statement of reasons for the decision; or (iii) such longer period as the Commission allows; and (b) be in the form approved (in writing) by the Commission. (3) The Commission must not allow a longer period under subsection (2)(a)(iii) unless the Commission is satisfied that exceptional circumstances exist for that longer period.
