73 Decision on transfer (1) As soon as reasonably practicable after receiving the application, the Commission must consider it and decide whether to: (a) authorise the transfer of the licence, with or without conditions; or (b) refuse to authorise the transfer of the licence. (1A) The Commission may only authorise the transfer of the licence if satisfied that the proposed transferee is a fit and proper person. (2) If the Commission refuses to authorise the transfer of the licence, the Commission must, as soon as practicable, give a decision notice to: (a) the licensee; and (b) the proposed transferee.
