5 Meaning of intoxicated A person is to be taken to be intoxicated if: (a) the person's speech, balance, coordination or behaviour appears to be noticeably impaired; and (b) it is reasonable in the circumstances to believe the impairment results from the person's consumption or use of liquor or a drug.
