> Subject to the provisions of the relevant registration legislation—
>
> > (a) any question as to the time and place of dispatch or receipt of an electronic communication made for the purposes of this Part is to be decided in accordance with section 13 of the [Electronic Transactions Act 2000](/view/html/inforce/current/act-2000-008), and
>
> > (b) any question as to whether the purported originator of an electronic communication made for the purposes of this Part is bound by that communication is to be decided in accordance with section 14 of the [Electronic Transactions Act 2000](/view/html/inforce/current/act-2000-008).
