What it does
This document is not the substantive Licence Area Plan itself. It is the compilation endnotes that accompany a consolidated legislative instrument titled “Licence Area Plan - Remote Central and Eastern Australia (Radio)” and its variations. The endnotes perform three mechanical functions set out explicitly in the text: (1) explain what the endnotes are for and what this compilation contains (Endnote 1,About the endnotes); (2) provide an abbreviation key used throughout the endnotes (Endnote 2,Abbreviation key); and (3) record the legislation history and a provision-level amendment history for the compiled instrument (Endnotes 3 and 4). The compilation therefore changes nothing of legal substance by itself; it organises meta‑information about a schedule of statutory instruments and records how that schedule has been amended over time.
Mechanically, Endnote 3 (Legislation history) lists the initial registration, the registration identifier where provided, the commencement date, and in some rows a column for “Application, saving and transitional provisions,” for each amending instrument. Selected entries in Endnote 3 show the original plan registered 30 October 1996 (“Licence Area Plan - Remote Central and Eastern Australia (Radio) - October 1996”) with later variations and numbered amendments listed with registration and commencement dates up to 16 May 2023 (Variation 2023 No.1, commenced 16 May 2023). Endnote 4 (Amendment history) presents a provision-level table mapping each clause, schedule, attachment and other sub-provisions to how they have been affected by amendments, using the abbreviations defined in Endnote 2 (for example, ad = added; am = amended; rs = replaced; rep = repealed; var = variation). The amendment history is expressed as a long HTML table, indicating for example that Clause (2) was amended by “var. No.1 of 2005; am. var. No. 1 of 2006; rs. No. 1 of 2012; am. No 1 of 2015; rs. F2018L00025.”
