What it does
These endnotes are metadata for a compiled statutory instrument titled "Licence Area Plan - Murray Bridge Radio - December 2001" and its subsequent variations and consequential amendments. The endnotes perform three narrow, explicit functions (Endnote 1, Endnote 3, Endnote 4). First, they explain what the endnotes themselves are and what information they provide about the compilation (Endnote 1). Second, they provide an abbreviation key that indicates how shorthand is used within the endnotes (Endnote 2). Third, they record the legislation history for the compilation and an itemised amendment history that maps amending instruments to specific provisions in the compiled document (Endnotes 3 and 4).
Mechanically, the endnotes identify the instruments that have added to, varied or consequentially amended the licence area plan, and they give the registration/notification in the Gazette and commencement dates for each amending instrument (Endnote 3 table). They also list, at provision level, which parts of the compiled law were amended, added, substituted or repealed and by which instrument(s) (Endnote 4 table). The amendment history includes entries such as "Heading… am. No.1 of 2009" and more granular references like "Attachment 4.2… ad. No. 1 of 2009, am. No.1 of 2017, rs. No.1 of 2019" (Endnote 4). The tables therefore provide a map between the compiled document’s structural elements (clauses, schedules, attachments) and the sequence of amendment instruments.
The endnotes do not set substantive regulatory rules for broadcasting operations, frequency allocation, licensing conditions, technical parameters, or penalties. They are compilation metadata intended to assist a reader or researcher in locating original amending instruments and understanding the sequence of changes. The legislative-history table (Endnote 3) lists instruments that changed the plan, including their Gazette references and commencement dates, for example the Variation to the Licence Area Plan for Murray Bridge Radio - No.1 of 2009, registered 17 November 2009 and commencing 18 November 2009, and the Broadcasting Services (Technical Planning) Guidelines (Consequential Amendments) Instrument 2017 (No. 1), registered 29 September 2017 and commencing 30 September 2017 (Endnote 3 table). The amendment-history table (Endnote 4) records which provisions were affected and how (eg. "Clause (5A)… ad. No.1 of 2019").
