What it does
This document is a set of endnotes that accompanies a compiled statutory instrument titled in the legislation history as "Licence Area Plan - Kempsey Radio - October 1998" and related amending instruments. The endnotes perform three mechanical functions, as described in Endnote 1. First, they "provide information about this compilation and the compiled law." Second, they include an abbreviation key (Endnote 2) used across the endnotes to indicate how provisions have been amended. Third, they supply two tables of historical metadata: a legislation history table (Endnote 3) that lists principal instruments, registration/notification and commencement dates, and any application, saving and transitional provisions; and an amendment history table (Endnote 4) that records how specific provisions (title, clauses, schedules, attachments) have been changed, using the abbreviations defined.
Concretely, the legislation-history table lists three items: the original Licence Area Plan - Kempsey Radio - October 1998 with Gazette registration 16 March 2005 (F2005B00617) and commencement 22 October 1998; a variation "Variation to Licence Area Plan - Kempsey Radio - No. 1 of 2014" with registration 22 December 2014 (F2014L01791) and commencement 23 December 2014; and "Broadcasting Services (Technical Planning) Guidelines (Consequential Amendments) Instrument 2017 (No. 1)" with registration 29 September 2017 (F2017L01299) and commencement 30 September 2017. The amendment history table lists the items of the compiled instrument that were amended, added (ad.), repealed (rep.), amended (am.), or repealed and substituted (rs.), and notes that some attachments were added in 2014 and subsequently amended in 2017.
The endnotes are not the primary text of the Licence Area Plan. They are metadata: they do not restate substantive operational or regulatory provisions of the Licence Area Plan itself. Their mechanical effect is to tell the reader what instruments affected the compiled text and how individual components of the compilation were altered across specific amending instruments, with shorthand flags to indicate the form of each amendment. The endnotes also explain how misdescribed amendments are handled, by adding a "(md)" or "(md not incorp)" marker where appropriate.
