Plain English Summary

1/10 complexity

This certificate temporarily delayed the automatic expiry of regulations supporting the National Rental Affordability Scheme (NRAS).

What it does:

Australian regulations usually 'sunset' (automatically expire) after 10 years unless renewed
This certificate deferred the sunset date of the National Rental Affordability Scheme Regulations 2008 by one year
Instead of expiring in April 2019, the regulations remained in force until April 2020

Who it affects:

Housing providers participating in the NRAS program
Tenants in affordable housing under the scheme
Government agencies administering rental incentives

Why it matters: Without this technical fix, the regulations would have vanished automatically, potentially causing uncertainty for affordable housing contracts. This deferral gave the government breathing room to decide whether to remake, replace, or end the scheme properly.

Key point: This did not change the rental scheme's actual rules—it simply extended the 'use-by date' of the existing regulations.
