96 Certificate as to amounts owing to commission In any action against a person for the recovery of an amount payable to the commission under section 31 or 33, a certificate in writing signed by the chief executive officer certifying that the sum specified in the certificate was, at the date of the certificate, payable by the firstmentioned person to the commission under that section is prima facie evidence of the matters stated in the certificate.
