69 Commencement of payment for outgoings
The tenant may pay or provide, and the lessor may request or
accept payment for, outgoings only if—
(a) the outgoings relate to a period from or after the handing over of
(b) unless otherwise agreed, any finish required under the lease to
be provided by the lessor has been substantially provided.
