> > (1) The Panel in relation to a major project must, if it is intending to give to the Minister a no reasonable prospect notice under [section 60ZI(1)](#GS60ZI@Gs1@EN) , give to the proponent of the major project a notice (a ***warning notice***) –
> >
> > > > (a) specifying –
> > > >
> > > > > > (i) that the Panel intends to give a no reasonable prospect notice under [section 60ZI(1)](#GS60ZI@Gs1@EN) ; and
> > > > >
> > > > > > (ii) the reasons why it intends to give the notice; and
> > >
> > > > (b) inviting the proponent to make, within 14 days after the day on which the warning notice is given, a written submission to the Panel in relation to the Panel's intention to give a no reasonable prospect notice under [section 60ZI(1)](#GS60ZI@Gs1@EN) in relation to the project.

> > (2) A proponent who receives a warning notice under [subsection (1)](#GS60ZE@Gs1@EN) in relation to a major project may, within 14 days, make a submission to the Panel –

> > > > (a) as to the opinion of the proponent in relation to the reasons specified in accordance with [subsection (1)(a)](#GS60ZE@Gs1@Hpa@EN) in relation to the major project; and

> > > > (b) specifying any other information that the proponent thinks relevant.
