### 19 Minister may direct Commission to prepare draft of the SPPs

> > (1) The Minister, by notice to the Commission, may –
> >
> > > > (a) provide to the Commission terms of reference prepared under [section 17(1)](#GS17@Gs1@EN) ; and
> > >
> > > > (b) direct the Commission to submit to the Minister a draft of the SPPs that is in accordance with the terms of reference; and
> > >
> > > > (c) determine the period within which the draft of the SPPs is to be submitted to the Minister by the Commission.

> > (2) The Commission must consult with –
> >
> > > > (a) the planning authorities; and
> > >
> > > > (b) the State Service Agencies, and the State authorities, that it thinks fit –
> >
> > in relation to the preparation by the Commission of a draft of the SPPs.

> > (3) The Commission, within the period determined by the Minister in a notice under [subsection (1)](#GS19@Gs1@EN) or a longer period allowed by the Minister, must prepare and submit to the Minister a draft of the SPPs that is in accordance with the terms of reference specified in the notice.

> > (4) The Commission must not submit a draft of the SPPs to the Minister under [subsection (3)](#GS19@Gs3@EN) unless it is satisfied that the draft of the SPPs meets the SPPs criteria.
