143 Damages in certain cases
In any case where a person against whom proceedings have been
taken under section 154—
(a) ceases, under section 154 (5), to be liable for the payment of
damages; or
(b) being liable for damages under that section, is dead, bankrupt or
insolvent, or cannot be found within the jurisdiction;
the damages with costs of action may be recovered by action against
the Territory.
