66 Exemption of primary production land in greater Melbourne but not in an urban zone Land is exempt land if the Commissioner determines that the land comprises one parcel— (a) that is wholly or partly in greater Melbourne; and (b) none of which is within an urban zone; and (c) that is used primarily for primary production.
