sec.53 Inclusion, removal or substitution of party
A court may order— the inclusion or removal of a person, whether or not the person was a party to the original proceeding, as a party to an appeal from the decision in the original proceeding; or the inclusion or substitution of a person directly affected by the appeal as a party to the appeal. However, a person who has not consented in writing may not be made an appellant. If the court orders the inclusion of a person as a party to an appeal, it may adjourn the hearing of the appeal and make an order or give a direction it considers appropriate about the conduct of the appeal.
