Cemeteries or burial grounds in rural zones and Zone R5
(1) Must be on private property with no more than 4 human graves.
(2) Must only be—
(a) the creation of a new grave or monument, or
(b) an excavation or disturbance of land for the purpose of carrying out the conservation or repair of a monument or grave marker.
(3) Must not disturb human remains, relics in the form of grave goods or an Aboriginal place of heritage significance.
