9 Possession of trafficable quantity or more of kava A person (whether he or she is in or outside a licence area and whether or not he or she has attained the age of 18) must not possess a quantity of kava that is equal to or more than the trafficable quantity unless doing so in accordance with a licence. Maximum penalty: In the case of a trafficable quantity – 2 years.
