16 Obligation of wholesale licensee A wholesale licensee must not supply kava to a person unless that person is a retail licensee or a wholesale licensee. trafficable quantity: 50 penalty units; or In the case of a trafficable quantity: 2 years; or In the case of a commercial quantity: imprisonment for 8 years; or 1,000 penalty units.
