48 Cancellation, variation, &c., of registration or licence by request The council may, on the written application of the registered owner of a dog or the holder of a licence, by notice in writing served on the registered owner or holder: (a) cancel the registration of the dog or the licence; (b) vary the conditions to which the registration of the dog or the licence is subject; or
