39 Diseased and injured animals and animals at large The council may, by notice in writing, require the owner of: (a) a diseased, injured, savage or destructive animal whether it is on private land or in a public place; or (b) an animal at large in a public place that, if left at large, is likely to be a danger to the safety of the public, immediately to remove or otherwise dispose of the animal, and where it is reasonable to do so, require the destruction of the animal.
