149 Motion to be seconded (1) A motion or an amendment to a motion is not to be debated at a meeting unless or until the motion or the amendment is seconded. (2) Notwithstanding clause (1), a member who moves a motion or an amendment to a motion may speak in support of the motion or amendment before it is seconded.
