17 Power of Minister to delegate functions etc under Ordinances
(1) Where an Ordinance confers a power or function on the Minister, the Minister may, by writing under his hand, delegate that power or function to any person or authority either generally or in relation to a particular matter or class of matters or a part of the Territory. (2) A delegation under this section is revocable at will and does not prevent the exercise of any power or function by the Minister.
