Statutory bodies, powers of not affected by vacancies etc. Where a board, tribunal, commission, committee, council or other similar body, whether corporate or unincorporate, is established under a written law, the powers of such a body shall not be affected by — (a) any vacancy in the membership of the body; or (b) any defect afterwards discovered in the appointment or qualification of a person purporting to be a member of the body or the deputy or alternate of a member; or (c) a minor irregularity in the convening or conduct of a meeting of the body; or (d) the presence or participation at a meeting of a person not entitled to be present or participate.
