48 Discretions
Where, under an Act, the exercise of a power or the performance of
a function by a person is dependent upon the opinion, belief or
state of mind of that person in relation to a matter, that power may
be exercised or that function may be performed by a delegate or by
authority of that person upon the opinion, belief or state of mind of
the delegate or authorized person in relation to that matter.
