62 Participation in Board of Inquiry inquiries (1) A Board of Inquiry may allow, to the extent and in the manner determined by the Board of Inquiry— (2) In allowing a person to appear or participate in an inquiry, or to be legally represented, the Board of Inquiry may have regard to the following factors— (b) the likelihood that the Board of Inquiry may make an adverse finding against the person; (c) the ability of the person to assist the Board of Inquiry in the inquiry; (e) any other matter the Board of Inquiry considers relevant.
