#### 33C Moving from the self‑assessed system to the non‑self‑assessed system Persons can be moved from the self‑assessed to the non‑self‑assessed system (1) If the officer determines: (a) that the chemical is not a chemical of a kind referred to in subsection 23A(1); or (b) that there is a possibility of an unreasonable risk of one or more of the adverse effects referred to in section 32 occurring; then the officer must refuse the application for a self‑assessed assessment certificate. Notification of refusal of application (2) If the officer refuses the application, he or she must give to the applicant a written notice of the decision, as soon as practicable, that sets out: (a) the findings on material questions of fact; and (b) the evidence or other material on which those findings were based; and (c) the reasons for the decision. Person may make a new application under section 23 (3) After a person’s application for a self‑assessed assessment certificate has been refused then the person may make a new application in respect of the chemical under section 23. Person must pay additional application fee (4) If the person makes such an application under section 23 in respect of a chemical, then the person must pay any difference between the amount prescribed under section 110 for applications under section 23 and the amount already paid for the application previously made under section 23A in respect of the chemical.
