(1) The review under this Division of a decision under section 12, 13 or 20 is limited to: (a) whether a debt owed to the Commonwealth gives rise to an entitlement under the scheme; or (b) whether the amount of a resolution payment set out in an offer under section 14, or decided under subsection 20(3), is in accordance with section 9. (2) The review under this Division of a decision under subsection 10(7), 16(1), 19(3) or 21(3) is limited to whether special circumstances exist that make it appropriate for the Secretary to take the action mentioned in the relevant subsection.
