81 Final report
(1) If the commission is satisfied the respondent has acted inconsistently
with an applicable standard, the commission may make
recommendations to the respondent in the final report.
(2) A recommendation in a final report need not be limited to matters
raised by the complaint being closed.
(3) If a recommendation recommends that action be taken, it must state
