129 Person complained about in complaint referred to ACAT

(1) This section applies if, before the commencement day—
(a) a complaint is referred to the ACAT; and
(b) the ACAT has not decided whether the person complained about
committed an unlawful act.
(2) A person complained about that is a party to the complaint is, on and
after the commencement day, taken to be a respondent that is a party
to the complaint.
